Romanian national minority in Ukraine and Ukrainian national minority in Romania
Human Rights Without Frontiers (Website: http://www.hrwf.net) On 27 January 2009, Romanian MEP Călin Cătălin Chiriţă introduced a motion for a resolution on promoting the right to mother-tongue education for members of the Romanian minority in Ukraine. It is worth reminding that Kiev proposed to set up an international commission to monitor the rights of minorities in both countries, but after two meetings of this commission in which CoE and OSCE experts took part Romanians put an end to their participation in its work.

General informationAccording to the Ukrainian census of enumeration of 2001 190.900 ethnic Romanians live in Ukraine. It constitutes 0.3% of population. 175.051 (91.7%) of Romanians in Ukraine consider Romanian language as native.Main places of compact living of Romanians in Ukraine are: Chernivetska oblast (114.600), Zakarpatska oblast (32.100). The rest of Romanians are living in 6 regions of Ukraine.

General informationAccording to last Romanian census of enumeration (March 2002) 61.400 ethnic Ukrainians live in Romania. It constitutes 0.3% of population. 57.700 (94%) of Ukrainians in Romania consider Ukrainian language as native.Main places of compact living of Ukrainians in Romania are: Maramureshi (Northern region – more then 36.000), Southern Bukovina (apr. 10.000), Banat (Western region – apr. 10.000).

Functioning of Romanian cultural and public organizations and mass mediaIn Ukraine there are 19 Romanian public organizations. Majority of those organizations cooperate with Ukrainian executive power and local authorities. Head of Romanian Community of Ukraine is a deputy of Ukrainian Parliament (Verkhovna Rada). A representative of Romanian minority is a member of the Council on Ethnic-national Policy – advisory structure under the President of Ukraine.In 2006 1.322.000 USD was allocated for cultural needs of Romanian minority from State budget of Ukraine.

Functioning of Ukrainian cultural and public organizations and mass mediaIn 1990 in accordance with Romanian legislative the Union of Ukrainians in Romania was created – the only registered, recognized and supported Ukrainian public organization in this country.In 2006 it received 720.000 USD from state budget for its activity.In Romania there are no nation wide newspapers in Ukrainian supported and financed by government or local authorities

14 regular newspapers in Romanian are registered in Ukraine. 2 of them are officially distributed nation wide and 12 within their regions. 6 editions are only in Romanian, the rest is published in Romanian and other languages. In 2006 105.000 USD was allocated from state budget to support Romanian press in Ukraine.In Chernivetska and Zakarpatska oblasts there is daily broadcasting in Romanian and weekly informational and cultural programs on TV and radio. Romanian broadcasting centers are working under Ukraine National TV/Radio Companies in these oblasts.

The Union of Ukrainians in Romania received support for 3 small-drawing newspapers in Ukrainian that are not distributed by mail.There are weekly 15-20 min. Ukrainian radio programs in 5 Romanian cities and no TV programs.

Political, social, cultural, rights of Romanians in UkraineUkrainian Constitution guarantees to national minorities full spectrum of political and social rights and freedom for development of national culture. Romanian community is represented in Verkhovna Rada by 1 deputy.

Political, social, cultural rights of Ukrainians in RomaniaRomanian legislation guarantees political and social rights and freedoms to national minorities. On practice Ukrainian community has 1 permanent seat in Romanian Parliament and freedom to create ethnic public organizations.

Cultural rightsCultural rights of ethnic Romanian minority in Ukraine are supported by Ukrainian national program for culture and education. Romanian community has 329 folk groups. In Ukraine there are 63 Romanian cultural centers and clubs, 88 public and 76 school libraries. Local authorities in Zakarpaska and Chernivetska oblasts initiate and finance several annual Romanian folk and art festivals.

Cultural rightsSituation with cultural rights of ethnic Ukrainians in Romania is characterized by non-existence of any Ukrainian folk group that is financed from state or local budgets. Also there are no Ukrainian cultural centers and libraries. The only Ukrainian informational-cultural center exists under the Embassy of Ukraine in Bucharest.
